Road Closure Groesfaen Terrace – update from Caerphilly CBC November 2021

I’m pleased to confirm construction works on site started as planned on the 18th October 2021 and to date the Contractor has commenced 3 of the 5 outfall repairs at the difficult site location.

As you will know this road carries most if not all of the utility services for the Darran Valley. As always we have worked closely with service providers to ensure our works did not impact these buried services. Unfortunately it was noted on site once excavated that the BT fibre optic cable ducts exposed were in a state of disrepair. Works were halted by BT while the condition of the  BT ducts were evaluated to develop a strategy to support the asset during the deep excavation works.

Continuing the works without re-evaluation presented a real risk of damaging the BT infrastructure which can effect local residents, businesses and emergency services communication and or IT infrastructure. We have agreed a service diversion with BT Openreach to now enable our works to progress.

We are issuing this early warning while we await a revised works programme from our contractor to better understand how the delays caused by BT over the last few weeks have affected our works. It is possible that this unforeseen BT repair could delay works into January which is the last thing we wanted. To mitigate this our officers are currently liaising with all parties to minimise any delays by exploring possibilities of accelerating the programme and / or bringing in additional Contractor resources.

Our primary aim is still to complete the works by the 23rd December 2021. Should further unforeseen issues delay the works further we will put in plans to open the road under single lane traffic control from the  23rd  December 2021 until the 4th  January 2022 to minimise disruption to this Christmas period. The full road closures and diversions will then be reinstalled from the 4th January 2022 to complete any outstanding works.

We are still trying to fully understand the impact of the BT works and will endeavour to keep you informed on the works progress and will update you on revised completion dates once programme implications have been agreed.

Darran Valley Community Council is aware of the issues raised by the local community in regards to concerns with this road closure.  Please be assured that your local Councillors are proactively raising these issues with Caerphilly County Borough Council on your behalf and are in direct contact with MP Gerald Jones and MS Dawn Bowden.

The main road will be closed at Groesfaen Terrace (between Bargoed and Deri) to allow for drainage works. The first closure will take place from 8am on Saturday 9 October until 4pm on Sunday 10 October 2021. The second closure will take place from early morning on Monday 18 October and every day for up-to 8 weeks. As a result, buses on route 1 will not be able to serve the Darran Valley but will instead operate direct via the A469 between Pontlottyn (Square) and Bargoed (Factory Road). A free shuttle bus (route 1A) will operate between Groesfaen, Deri, Pentwyn, Fochriw, Brynhyfryd and Pontlottyn to connect with most buses on route 1 at Pontlottyn Square.
